(817.) HON. GEORGE SPAFFORD and ALMIRA SMITH.
Settled in Windham, Conn. He was Fellow of Yale College, and senator of the State of
Connecticut. He was a man of much mechanical skill and insight, and the inventor of great
improvements in the manufacture of paper; principally concerned in the establishment of
the village of Spaffordsville; lived in Willimantic, and died Nov. 5, 1848, aged 55.

Married Nov. 3, 1808; resided at Westford, N. Y., and Unadilla, N. Y. She was born July
13, 1789, and died Sept. 11, 1822.
Elder Spafford was a very remarkable man. When but sixteen years old, he was sent by
his father to take possession of a newly purchased farm in Westford, Otsego County, N. Y.,
make a clearing, build a log-house, and put in a crop of grain. He made the journey of a
hundred miles on foot, carrying his axe and a small pack on his back, and having but one
dollar in his pocket. He accomplished his arduous mission,--his parents and their other
children joining him the following autumn,--a marked instance of skill and intrepidity in
one so young. His strong physique, great powers of endurance, deep piety, and sterling
qualities eminently fitted him for his work in the gospel ministry, which extended from
his ordination, in 1823, to his death, July 4, 1867, he being at that time pastor of a
Baptist church in Unadilla, N. Y.

Married, 1820, near Rochester, N. Y.; removed, 1824, to the vicinity of Cleveland, Ohio,
as a pioneer settler. He procured a yoke of oxen by giving his note due in ninety days,
for sixty deer-skins, and, being a skilled huntsman, the note was taken up long before it
was due.

Married in Adrian, Mich., April 20, 1836; removed in 1855 to Des Moines, Iowa, of which
city he was elected mayor, March 2, 1868. He was a man of sterling worth, genial in
private life, honored and trusted by his fellow-citizens. For twelve years he was one of
the directors of the State Agricultural Society of Iowa, becoming successively its
vice-president and president. He also served as secretary and treasurer of the Des Moines
School Board, and as a director of the Citizens' National Bank of Des Moines. He returned
in 1883 to Michigan, and died at Tecumseh, Mich., April 26, 1885. His wife, Emeline E.
Bixby, having died at Des Moines, July 17, 1878, he married a second wife, MRS. HARRIET E.
WRIGHT, who survived him.

The following outline of Judge Spofford's exceptionally brilliant career is an abstract of
an extended and highly appreciative biographical sketch published in the New Orleans
Picayune:--
"Judge Spofford was born at Gilmanton, N. H., in 1821, and graduated with the
highest honors, at the age of 19, in 1840, at Amherst College, Massachusetts. On account
of his high standing as a scholar, he was appointed a member of the Faculty of the college
from 1840 to 1842. In the latter year he emigrated to Louisiana and taught school in
Claiborne Parish, studying law in the mean time with great assiduity until 1845, when he
was admitted to the bar, and, removing to Shreveport, Caddo Parish, formed a partnership
with Judge Allcott and opened an office for practice.
"At the same time the two young members of the firm set to work at the preparation
of a book entitled the 'Louisiana Magistrate,' which embraced a thorough compilation of
all the laws and decisions relating to the jurisdiction, the powers and duties of
magistrates. This publication proved a great addition to our law literature, and several
editions of it have met with ready sale and demand.
"After nine years of practice in Caddo and the adjoining parishes, during which he
made most impressive appearances before courts and popular assemblies, and in
contributions to the law journals of the day, Judge Spofford was elected to the vacancy of
Justice J. G. Campbell in our Supreme Court.
"He had then barely entered his thirty-third year, and though manifesting a proper
modesty in his succession to so many older and more eminent predecessors in his office, he
did not fail to impress the bar and his colleagues with a high idea of his ability as a
judge and jurist.
"The chief justice of the court of which he was an associate, Judge Merrick,
happily described the character of his utterances on the bench as evincing a comprehensive
grasp of a judicial subject in a style and manner both elegant and pleasing. His elocution
was so perfect that the reading of his opinions possessed a charm that cannot easily be
forgotten. Judge Merrick further added in his address to the Supreme Court:--
"'Judge Spofford fully appreciated the value of rugged labor in legal pursuits and
the preparation of judicial opinions, and he used to liken the task of legal investigation
to the labors of the anvil and the mine. As a lawyer he was courteous, capable, honorable,
and upright; as a man and gentleman his conduct was above reproach.'
"Of his decorum on the supreme bench the chief justice said:--
"'The opinions delivered by him in many important cases of public interest, and
particularly in the celebrated case of Bell v. Hufty, Eleventh Annual, are still fresh in
the memory of his contemporaries and of all students, in which questions of
constitutional, political, and statutory law were involved, and will remain lasting
monuments to his ability, learning, wisdom, integrity, and elevated character as a
constitutional lawyer and as a dispenser of human justice among his fellow-beings. His
name belongs to the judicial history of the State, and will be transmitted to posterity
with the annals of our jurisprudence.'
"Returning to the bar, and opening an office in this city, Judge Spofford soon
engaged with great vigor and activity in a large practice. Meantime he had made a happy
and brilliant marriage. The lady who became his wife was not only highly endowed with
personal and intellectual charms and elegant accomplishments, but was also the heiress of
one of the richest landholders and capitalists in Tennessee. This gentleman, Col. Martin,
of Pulaski, was greatly aided in the administration of his large estate by his son-in-law,
and manifested his appreciation of his services by a large legacy to him.
"Judge Spofford withdrew for two years from practice in this city, and took up a
temporary residence at Pulaski, when, under the obligation he had assumed to Mr. Martin,
he gave his whole attention and labor to the settlement of the large estate of the
deceased.
"This settlement proved a most successful one, to the great enrichment of the
heirs. Never having abandoned his domicile in Louisiana, he returned to the city, and was
about to resume his practice, when the earnest demand of the Democratic party drew him
into the political field as a contestant for the senatorship. This was in 1876, when the
Nicholls Legislature had been organized and was in full possession of the government of
Louisiana. For this position Judge Spofford was nominated, and elected by a large
majority. His title to the senatorial seat was opposed in the Senate by William Pitt
Kellogg, who held a commission under the Legislature which had been displaced by the
assembly which had organized under the governorship of Gov. Nicholls. The radical party
then dominating in the Senate, after a long investigation and discussion by a committee,
yielded to party demands and considerations, and against all truth, justice, and law,
rejected Judge Spofford's claim. This contest imposed upon Judge Spofford an enormous
amount of labor and expense at a time when his health had begun to fail. Repairing to a
sanitary resort in the mountains of Virginia, a fatal disease, from which he had long
suffered, developed with such potency, that before his family could reach him he departed
this life on the 21st of August, 1880. His remains were taken to Pulaski, where his wife
and family then were, and were deposited in the family cemetery of the Martins, with
manifestations of the deep sorrow of the whole population, by all of whom he was greatly
respected and honored."

"A. R. Spofford was born at Gilmanton, N. H., Sept. 12, 1825; son of L. A.
Spofford (see page 98). He received a classical education by private tuition, and when
about to enter college, his health failing, he migrated to Cincinnati, Ohio, becoming a
bookseller and publisher. In 1859, he became associate editor of the Cincinnati Daily
Commercial, and in 1861 was appointed first assistant librarian in the Library of Congress
at Washington, becoming librarian-in-chief in 1864. During his administration of this
responsible trust, the National Library has grown from 70,000 to upwards of 600,000
volumes; and the change in the law of copyright, effected in 1870, has made the office of
the librarian an onerous and important one, all American copyrights being issued from his
office, and all copyright publications being required by law to be deposited in the
Congressional Library.
"Mr. Spofford has written largely for the periodical press, on historical,
economic, and literary topies, and is widely known as a librarian for comprehensive
knowledge of books and their contents. He has published Catalogues of the Library of
Congress; "The American Almanac and Treasury of Facts," an annual compiled by
him from official sources (1878-88); the "Library of Choice Literature" (ten
volumes, 1881-88); the "Library of Wit and Humor" (five volumes, 1884);
"Manual of Parliamentary Rules" (1884), etc. He is a member of many historical
and philosophical societies, and received the degree of LL. D. from Amherst College in

Gen. Spofford entered the United States service in February, 1862, as
lieutenant-colonel of the 97th New York Regiment; commissioned colonel, Jan. 20, 1865. An
unusual amount of active service fell to his share, and the battles of Cedar Mountain,
second Bull Run, South Mountain, Antietam, Fredericksburg, Chancellorsville, and
Gettysburg gave full scope to the military skill and personal bravery for which he
distinguished himself. In the last-named engagement he led several charges in person,
almost miraculously escaping death; having his horse shot under him and his clothing
pierced by bullets. At Macon, Ga., in Libby Prison, and while under fire of the Union guns
at Charleston, he had sixteen months' experience in the horrors of prison life; all of
which perils he survived, to see the surrender of Lee, and the close of the Rebellion, to
be made brigadier-general by brevet, and to wear for many years his well-earned laurels.

Settled in Dedham, Me. Mrs. Spofford died July 1, 1862.
Col. Spofford entered the United States service in 1861, as the captain of a company
recruited by him for the 11th Regiment, Maine Volunteers. He was in the whole of the
Peninsular campaign, and was highly complimented by his superior officers for his fidelity
and bravery. In the fall of 1862, he was commissioned major, and in November, 1863, was
further promoted to lieutenant-colonel, and as such had command of the regiment for nearly
a year previous to his death. He died at Fortress Monroe, June 17, 1864, from wounds
received at Bermuda Hundred, June 2.
His brother officers held him in the highest esteem. Col. Plaisted said of him;
"Col. Spofford won his promotion by the zeal and faithfulness with which he performed
every duty. He entered the service of his country from the highest motives, ready and
willing to give his life, if need be, for his country's cause. Our country has lost a
brave and faithful soldier and a Christian patriot."
